If you keep 100+ pop protection the map will be full with 2 pop villages ... so if he has 2 pop after a week that it means that he is inactive ... my advice: inactive players should be farmed by other players ...
I my case i have on map nearby me a player ... when i created my town he was already there ... and still now (after 2 days) he has 2 pop ... and i want to atack him if it's not active ...

i was thinking for something similar like 2-3 days ago...i'll look into it cuz i dont want to have to change too much code either...so errors dont start to ocure...i'll look into it
